Job Description
 
Job Summary:

SEA CORP is seeking a Procurement Specialist to work as a part of a team under the direction of the Procurement Manager and will be based in Middletown RI. This position will conduct purchasing activities to ensure adherence to all applicable purchasing and contractual requirements by reviewing and analyzing data in order to provide a detailed written cost reasonableness determination in accordance with the Federal Acquisition Regulation (FAR) Subpart 15.404-1 for each purchase made by the department.

The Procurement Specialist is responsible for working with the Procurement Manager on various task to include but not limited to:
  • Ensure adherence to purchasing specifications, expediting requirements, documenting bid analysis, and invoice auditing for manufactured equipment and bulk materials.
  • Perform, manage and distribute standard purchasing items, including bid requests, material requisitions, documenting purchase orders/change orders, receiving logs, and purchasing reports.
  • Assists in expediting orders, quotations, backorders, and scope changes, as assigned.
  • Reviews material requisitions in accordance with contractual needs and requirements; approves requisitions for purchases and writes a detailed cost reasonableness determination.
  • Implements, monitors and assesses programs that encompass a range of procurement activities such as leading negotiating for purchase order terms & price, conducting purchase order cost/price analysis, and providing purchase order administration.
  • Ensures all files and supporting documents are accurate, current, complete and maintained in accordance with Government regulations as well as SEA CORP policies and procedures. 
Experience and Education
Candidate must be knowledgeable in cost and pricing techniques required by the FAR while having the ability to document detailed written description of cost reasonableness determinations. Must be able to work in a multi-tasking environment which requires an understanding of prioritization, customer service, communication, and organization skills.
A minimum of a High School Diploma/GED and 1-2 years of experience is required. A High School Diploma (or GED) or Technical School Diploma or equivalent (the advanced technical training curricula packages provided to former military personnel will be considered the equivalent of a technical diploma) plus 10 years of specifically related experience is considered the equivalent of an Associate Degree. Bachelor’s Degree in Business and or equivalent/prior experience in Government Contracting/Buying gained through previous or current work is preferred.     

U.S. citizenship and the ability to obtain/maintain a current DOD Secret clearance is required. Current active DoD Secret clearance is preferred.
